Anything with downloading for stuff like that is illegal.
Anything with downloading for your games or computer is illegal.

well technically the download could be considered a hack in it’s own right, and will probably void you warranty if it’s from a company other than sony. the only way it could be illegal is if you use it to record copyrighted material, you own th psp (hopefully) and so you’re legally entitled to do whatever you want to it. you don’t really give many details, like do you have a specific download in mind? if you find one, where you get it from will probably tell you what to do. try a google search something like “how to record on psp” good luck
